It is 1 of 6 Multi-Layer Rigid-Flex Boards completed, which form the Black Box as "System Electronics" allowing Satellite Functions to and from Space.  We don't know too much about this system, only the individual board functions and general security applications. Its main functions are Tracking, Calibration, and Communications.
